Decree approved which violates peasant and indigenous rights

The government has published a legislative decree (No. 1015) in which Alan Garcia has lowered the approval rating needed from communities for private investment on their communal lands, in both the highlands and in the Amazon, from two thirds to 50%. This brings them into line with their counterparts on the coast.

Lawyer Vladimiro Pinto who works for a local NGO has stated that the approval of this decree represents a serious attack on indigenous territories and contravenes international treaties in defence of indigenous rights, signed by Peru (e.g. ILO 169).

Efforts to convict perpetrators since the war's end have made only limited progress. Today, concerns remain over the treatment of those engaged in social protest, particularly against strategically important investment projects.
